Westmoreland County Homelessness Prevention and Rapid Re-Housing
Program (HPRP)
Westmoreland
County has received federal stimulus money under the American
Recovery and Reinvestment Act of 2009 to assist county residents who
are homeless or at risk of becoming homeless and who need temporary
assistance in order to retain or obtain housing.
The Westmoreland County Department of Planning and Development has selected
three agencies to administer the Homelessness Prevention and Rapid
Re-Housing Program (HPRP) in Westmoreland County:

them. However, any of these three agencies have access to the same data and
offer the same services and can help people who are homeless or at risk of
becoming homeless.
The Private Industry Council (PIC)
The
Private Industry Council of Westmorland/ Fayette Inc. (PIC),
is a nonprofit organization that operates employment, education, and
training programs in Westmoreland and Fayette counties. From its
inception in 1983, PIC has provided services to over 60,000
individuals and families. PIC currently operates over 24 programs
through an organizational structure of three divisions - Early
Childhood, Education, and Workforce Development. The agency's
mission is to educate, encourage, and empower family and individual
development and to create career enhancement opportunities through
training and workforce development, which will improve the quality
of life in southwestern Pennsylvania.

Westmoreland Community Action (WCA)
Westmoreland
Community Action (WCA) has been assisting those in need in
Westmoreland County since 1980. Formerly known as Westmoreland Human
Opportunities, WCA helps individuals and families that need
emergency assistance, housing, child development programs,
education, mental health services or social services to improve
their standard of living and become more self-sufficient.

Westmoreland County Housing Authority (WCHA)
The
Westmoreland County Housing Authority (WCHA) has been serving
low-income individuals and families in Westmoreland County for more than 60
years. WCHA provides housing for over 1,800 residents in its 33 public housing
communities. In addition to providing safe adequate, affordable housing, WCHA
provides rent assistance through its Section 8 and Homeless Assistance Programs.
