About Affordable Homes Westmoreland

Several non-profit agencies and community developers, working along with the Westmoreland County Department of Planning and Development, are providing affordable housing for low to moderate income residents of Westmoreland County, PA.

When you meet certain eligibility requirements, you qualify for special programs that can help when renting a home or purchasing a newly built home. 

Westmoreland County Department of Planning & Development

The Westmoreland County Department of Planning and Development (WCDPD) has been the administering agency for delivering community development programs to the residents of Westmoreland County for more than twenty-five years.

Through the Federal HOME Investment Partnership Program (HOME) Westmoreland County is working to create decent, safe and affordable housing for low income families by contracting with private and public housing development organizations to acquire, rehabilitate, or construct new housing. Homes Build Hope, Inc.

Homes Build Hope is a non-profit affordable housing agency.

  • Homes Build Hope owns and operates nearly 80 apartments, townhouses, duplex homes, and single-family homes throughout Westmoreland County, including East Vandergrift, Irwin, Jeannette, Greensburg, Latrobe, and Derry.  
  • The eligibility process includes an application, an interview, and the possibility of being placed on a waiting list. Applicants must be determined income eligible to be considered for a unit.
  • Homes Build Hope does not provide financial assistance; however, HUD income guidelines are followed.
